Working in Ranson
A town being built and rebuilt at the same time
Ranson is doing two things at once, and both of them are excavation work. On the edges, greenfield ground is going to housing — thousands of units planned over recent years, on land that was farm a generation ago. In the middle, the old industrial corridor it shares with Charles Town is being turned back into something useful.
That corridor is a genuine success story. Ranson and Charles Town won a Phoenix Award for Excellence in Brownfield Redevelopment for the work along a mile and a half of former industrial land, including the old Kidde Brass Foundry site that became the Powhatan Place plan, and a scrapyard that became an American Public University academic building.
For us that means most Ranson work is new construction: pads, driveways, utility runs and site packages, mostly for builders rather than homeowners.
Ranson is its own city
City permits, not county
This is the thing people get wrong most often. Ranson is a separate municipality with its own Community & Economic Development Department handling planning, permitting and development review. If your property is inside the city limits, you're dealing with Ranson — not the county, and not Charles Town, even though the two run into each other with no obvious seam.
A couple of things worth knowing: Ranson's permit list runs wider than some nearby jurisdictions — driveway and sidewalk permits are on it, and sheds reportedly require a permit at any size, which catches people out. The city has also adopted form-based zoning designed to be builder-friendly, so the process is workable; it just has to actually be followed.
We'll tell you what your job needs before we quote it. If you're not certain whether an address is inside the city, that's the first thing to establish, because it changes the whole process.

Do I get permits from Ranson or from Jefferson County?
From Ranson, if the property is inside the city limits. Do I need a permit for a driveway in Ranson?

Does a shed really need a permit?

What's the risk with building on old industrial ground?
Mainly what's buried. Ground that's been built on before often holds old foundations, slabs and fill nobody recorded, and undocumented fill doesn't compact like undisturbed ground. That matters under a pad or a slab. Anything beyond ordinary buried debris — environmental questions on a brownfield site — is a matter for the environmental consultants and the city, not something we assess.
Do you build stormwater detention basins?
Yes, to an engineer's plan — basin shaped and graded, riser and outlet structure set, pipe run to the outfall, all stabilized. These get inspected against the design, so they're built to the drawing rather than a rule of thumb. Usually part of a larger site package alongside the storm sewer and erosion control.
Am I on public sewer in Ranson?
Inside the city, generally yes, which means laterals and connections rather than a septic system. On the outer edges and just outside the limits you may be on septic, which is a different job with a different permitting path through the Jefferson County Health Department. Tell us the address and we'll confirm.
How much of the pad cost is compaction?
More than people expect, and it's the part worth paying for. Stone dumped thick and rolled once looks identical on day one to stone placed and compacted in lifts. The difference shows up as a cracked slab a couple of winters later, and by then it's expensive to argue about.
Can you keep to a construction schedule?
That's the expectation on builder work and we plan for it. What we won't do is compact saturated ground to hit a date — it doesn't hold, and it's the wrong favor to do anyone. If weather moves a date we call you rather than letting you find out when your crew shows up.
